Police Promise

According to Yvette Cooper, Shadow Home Secretary, and quoted in the Mirror, 9 out of 10 people say they rarely see a police officer on the beat. Furthermore, officers and PCSOs numbers have been reduced by 6000 and 8500 respectively.

She goes on to promise 13000 extra neighbourhood officers if Labour win the next election. Is that a price too high to pay for good policing? It's a carrot that appeals to me but I'll need to see what is in the rest of the garden before committing.
